A note on the new “E-appeals system” announced by the Public Procurement Authority
Starting from 20 July 2021, interested parties will be able to file their appeals to the Turkish Public Procurement Authority through the “e-appeals” system.
A critical point to consider in relation to deadlines is that the electronic appeals applications made through the “e-appeals” system considers 18:00 hours to be the end of the calendar day. This means that any electronic appeals filed through the “e-appeals” system after 18:00 will be registered to have been received on the following day.
In the standard (non-electronic) appeals procedure, applicants are allowed to submit their appeals until 24:00.
Appeals procedures are subject to strict deadlines, and therefore this is an important factor that applicants must consider if they choose to make their appeals through the “e-appeals system”.
