Eren was born in 1981 in Zile, Turkey. He graduated from İzmir Karşıyaka Anatolian High School and has degrees from the Department of Public Administration of Ankara University (BA, MA and PhD) and a JD degree from Kırıkkale University Faculty of Law. His doctoral dissertation on public procurement, titled “A Study on the Interdependence of the State-Market Relationship” was approved anonymously.
In 2006 Eren started working for the Turkish Public Procurement Authority as a Public Procurement Expert. He focused on issues related to objections and appeals processes and also prepared regulations and secondary legislation in connection to the Turkish public procurement system.
Between 2010-2011, he worked in the Green Public Procurement Project jointly run by the Public Procurement Authority and the Regional Environmental Center.
In August 2012, he submitted a paper to the International Public Procurement Conference, which was approved by the referee committee and included in the conference publication.
Between 2010-2012 he also served as the President of the Association of Public Procurement Experts.
He took part as a lecturer in numerous trainings and seminars on public procurement practices in ministries, universities, municipalities, bar associations and similar institutions.
TOPRAK is currently practicing law as an attorney registered with the Ankara Bar, while continuing his lectures on Public Procurement Law at Hacettepe University Faculty of Law, Department of Public Law, Economy and Energy Law graduate programme.

Yavuz was born in Izmit, Turkey, in 1982. He has a BA in International Relations from Ankara University. He completed his master’s degree at Yale University with a scholarship in 2011-2013.
He started his career in 2005 as an Assistant Foreign Trade Specialist at the Prime Ministry Undersecretariat of Foreign Trade, General Directorate for Standardization in Foreign Trade. In 2008 he was appointed as a Foreign Trade Specialist, and in 2014 he was promoted to Head of Branch responsible for commercial quality controls of agricultural produce at import and export stages.
In 2015, he came together with his colleagues from the Turkish Public Procurement Authority and developed Turkey’s first and only online training series in the field of public procurement legislation.
In 2017, he was offered a fixed-term contract as a P3 level Economic Affairs Officer at the United Nations Economic Commission for Europe in Geneva, Switzerland.
After working there for 2 years, he returned to Turkey, resigned from public service and founded 10k Consulting.
Yavuz is very fluent in English and fluent in Russian. He is married, and father to one daughter.
